<p>Mission Vatsalya of the Ministry of Women &amp; Child Development has been implementing the centrally sponsored scheme called the Integrated Child Protection Scheme (ICPS). The ICPS was implemented by the Ministry since 2009-2010. The scheme was then renamed as &ldquo;Child Protection Services&rdquo; Scheme in 2017. &nbsp;The CPS Scheme has been subsumed under Mission Vatsalya from 2021-22 onwards.&nbsp;</p>
<p>The Mission Vatsalya portal provides a unified Digital Platform for various MIS related to children in difficult circumstances which include missing, orphaned, abandoned, and surrendered children.&nbsp;</p>
<p>The four different portals under CPS and Juvenile Justice Act &ndash;TrackChild, for Missing/Found Children; CARINGS, for the adoption of Children; ICPS portal, for monitoring the scheme and; Khoya-Paya, Citizen centric application for Missing and Sighted Children shall be integrated by the NIC under one single portal. &nbsp;</p>

<h3>Management and monitoring of portal</h3>
<p>At the State level, SCPS with support of DCPUs set up and manage the Child Tracking System. The DCPUs are responsible for carrying out an exercise to map all services available to children in difficult circumstances and vulnerable children and their families in a district. This would include for example, location and contact details of all police stations, child care institutions, hospitals, primary health care (PHC) systems, paediatricians, members of CWCs and JJBs, Childline Services, etc. The DCPU will also maintain a database of all children in institutional care and non-institutional care at the district level with the ultimate goal of developing a comprehensive, integrated, live database for children in need of care and protection.</p>
